Türkiye Futbol Federasyonu Profesyonel Disiplin Kurulu Tarafından Verilen Disiplin Cezalarının 2021-2022 Sezonunda Dağılımı Üzerine Bir Araştırma

Abstract
Bu çalışmada, Türkiye Futbol Federasyonu (TFF) 2021-2022 sezonunda Profesyonel Disiplin Kuruluna (PFDK) sevk edilen, disiplin suçu kapsamında ele alınan eylemlerin ve bu eylemlere konu davranışlar için verilen cezaların incelenmesi amaçlanmıştır. PFDK kararlarının incelenmesinde içerik analizi yöntemi kullanılarak, TFF resmi sitesinde bulunan PFDK kararlarından yararlanılmıştır. Araştırma kapsamında 2021-2022 sezonunda PFDK tarafından yapılan 71 toplantıda görüşülen 1.252 gündem maddesinde alınan 2.279 karardan, konumuz ile doğrudan ilgili olduğu kabul edilen 2.159 karar ele alınmıştır. Yönetim Kurulu kararlarının çözümlemesinde karar detaylarında yer alan; cezanın türü, parasal miktarı, kime, ne için verildiği ve takımın oynadığı lig detayları incelenmiştir. Elde edilen veriler SPSS 22.0 istatistik analiz programında değerlendirmeye uygun hale getirildikten sonra, verilerin ortalama ve standart sapma değerleri yorumlanmıştır. Yapılan analiz sonucunda; 2021-2022 sezonunda TFF PFDK kararlarında en çok 3. Lig takımlarının gündem maddesi olduğu, çoğunlukla para cezası ve ihtar cezalarının verildiği, en yüksek para cezasının toplam tutar olarak Süper Lig takımları için verildiği, ceza verilmesinin ana nedenlerinin başında talimatlara aykırılık, sportmenliğe aykırı hareket, saha olayları ile çirkin ve kötü tezahüratların yer aldığı, bu davranışların ise en çok taraftarlarca sergilendiği, onu kulüp tüzel kişiliği ile sporcuların takip ettiği görülmüştür. Çoğunlukla para cezasının uygulanıyor olmasına rağmen olayların azalmaması, verilen para ve benzeri cezaların yetersiz olduğuna işaret edebilir. Kulüplerin, ceza almalarına sebep olan etmenler üzerine giderek, bu etmenleri azaltmaları hem maddi hem de manevi olarak kendilerine kazanç sağlayacağı söylenebilir.

In this study, it is aimed to examine the actions that were referred to the Professional Disciplinary Committee (PDC) in the 2021-2022 season of the Turkish Football Federation (TFF), which were considered within the scope of disciplinary offenses, and the penalties for the behaviors subject to these actions. In the examination of PDC decisions, the PDC decisions on the TFF official website were used by using the content analysis method. Within the scope of the research, out of the 2,279 decisions taken on 1,252 agenda items discussed in 71 meetings held by PDC in the 2021-2022 season, 2,159 decisions that are considered to be directly related to our subject were discussed. In the resolution details of the resolutions of the Board of Directors; The type of penalty, monetary amount, to whom, for what and the details of the league played by the team were examined. After the obtained data were made suitable for evaluation in the SPSS 22.0 statistical analysis program, the mean and standard deviation values of the data were interpreted. As a result of the analysis; In the 2021-2022 season, in the decisions of TFF PDC, the 3rd League teams are the agenda items, mostly fines and warning penalties are given, the highest fine is given to the Super League teams as the total amount, the main reasons for the penalty are violation of instructions, unsportsmanlike behavior, It has been seen that there are field events and ugly and bad cheers, these behaviors are mostly exhibited by the fans, followed by the legal personality of the club and the athletes. The fact that the incidents do not decrease despite the fact that fines are mostly applied may indicate that the fines and similar penalties are insufficient. It can be said that clubs, by going over the factors that cause them to be penalized, and reducing these factors will provide them with both material and moral gain.
